The Developmental Disabilities Supports Division (DDSD) Request for Proposals (RFP):

The New Mexico Department of Health (DOH), Developmental Disabilities Supports Division (DDSD), is issuing a Request for Proposals (RFP) for Fiscal Year 2014 (July 1, 2013-June 30, 2014).

Proposals from individuals and agencies are being sought for an array of projects and services to be provided for infants, children and adults with developmental disabilities and their families. Services and projects are sought for all counties and regions of New Mexico.

The DDSD reserves the right to cancel this RFP and/or to reject any proposal in whole or in part.

The proposed contract or provider agreement for Fiscal Year 2014 shall become effective upon approval of the Department of Finance and Administration. Extensions are contingent upon sufficient funding, priority needs of the DOH, and satisfactory performance.

Proposals must be received by the close of business on March 14, 2013. Any proposal received after this deadline will be considered non-responsive and not eligible for review.

PLANNED SEQUENCE OF EVENTS
Action:

1. Publication of RFP February 11, 2013
   
2. Pre-Proposal Conference - February 15, 2013 (1:00pm Department of Health - Runnels Auditorium)
   
3. Submission of Proposal(s) - March 14, 2013
   
4. Contract Negotiations – March 28, - April, 05 2013
   
5. Notification of Award - April 10, 2013
   

The content of any proposal shall not be disclosed to competing Offerors during the negotiation process. The Procurement Code, Sections 13-1-28 through 13-1-199 NMSA 1978, imposes civil and criminal penalties for its violation. In addition, the NM Criminal Statutes impose felony penalties for illegal bribes, gratuities and kickbacks.

Offerors shall deliver:

• One (1) original complete proposal, including confidential information and all required
  forms (label as Binder 1 – Original);
  
• Three (3) copies of their proposal (Label each as Binder 2 – copy); and
  
• One (1) electronic version (CD-ROM or USB memory device) of the complete proposal contained in Binder 1 (must mirror the hard copy submitted). The proposal cannot be emailed.
